Partnering Options Commercialization Plan - In preparing a commercialization plan , please submit an application in accordance with 37 C.F.R. 404.1 et seq. of the invention licensing regulations. The application, as a minimum, should be a letter to the Licensing Advisor containing the following lettered paragraphs: Paragraph (a) : In this paragraph, please identify the invention for which a license is desired.s.

The individual that may be albe to assit you is Ed Fein.  I do not have his number.  I'd start by reviewing what NASA is seeking by way of a proposal.
